Signed Memorandum of Cooperation for the preparation of the new Spatial Plan of RNM

The Minister of Environment and physical planning, Naser Nuredini, the Director of the Agency for Spatial Planning, Andrijana Andreeva, and the Managers of the eight Centers for development of planning regions, today signed a Memorandum of cooperation, with which all parties expressed readiness to cooperate in the process of preparation of the Spatial plan of the Republic of North Macedonia.

The need for preparation of a new spatial plan arises from the expiration of the existing planning document, but also due to the change in the conditions and modern needs of our society. The spatial plan is a national strategy for spatial development and provides guidelines for the organization, use, protection, arrangement and management of the space of the State. The process of drafting the Spatial Plan will be inclusive and involve all relevant institutions in the country, including the non-governmental public sector, and will be harmonized with the regional spatial planning through consultations with neighboring countries and coordination of border and cross-border activities.

The whole process will be supported by new legislation in the field of spatial planning for which domestic and foreign experts will also be consulted.

– The new Spatial Plan of the State will be modern and visionary and will enable long-term and sustainable socio-economic development, prevention and control of its harmful impact on the environment and will establish a balance between available space, economic and demographic development, natural and cultural resources. Also, the new methodology envisages mechanisms for dealing with climate change, as well as harmonization of sectoral policies and finding the most appropriate solutions – said on that occasion Minister Nuredini.

The Director of Agency for Spatial Planning Andrijana Andreeva in her welcoming speech pointed out the importance of the spatial plan, calling it a “planning constitution” and the readiness to engage all available professional resources. She also pointed out the important role of planning regions and their participation this process arises not only from the fact that for each planning region a separate spatial plan will be developed as a national development, but also because of their role in the efforts to achieve balanced regional development in the country.

 

 

 

The Plan was requested by the Ministry of Environment and Physical Planning, which coordinates the entire procedure for preparation and implements the procedures for adoption of the Plan in accordance with the legislation and the Methodology for preparation of the Spatial Plan, while the developer of the Spatial Plan is the Spatial Planning Agency.
